Lincoln-Westmoreland Housing and Its Partners Announce Rescue of Meadow Green Courts Project From Foreclosure

Washington, D.C. – September 11, 2025

Lincoln-Westmoreland Housing, Inc. – along with its partners KeyUrban, EquityPlus, and RRP Capital Partners – has acquired the 435-unit Meadow Green Courts community situated in the Greenway neighborhood directly across the Anacostia River from the Commanders Stadium redevelopment project, rescuing the property from imminent foreclosure and preserving the property’s affordability covenants.

Darryl Pounds, President of RRP Capital Partners and former Washington cornerback, shared his personal connection to the initiative:

“I grew up in a community like Meadow Green Courts and I am the same kid from those humble beginnings that had an opportunity to play five years for the Washington Commanders Franchise with the first two years at RFK Stadium.  I’m looking forward to being able to play an active role in enhancing the quality of life for the 435 families that will live in the Meadow Green Courts community while preserving the affordability of the 12-acre neighborhood to working families so that they can enjoy the benefits of the forthcoming Commanders redevelopment of the RFK campus.”

Meadow Green Courts will not only ensure long-term affordability, but also provide residents with improved housing and access to new opportunities as the surrounding neighborhood transforms.

David Jacobs, President of Lincoln-Westmoreland Housing, Inc. noted “Lincoln Westmoreland’s $4 million investment in the Meadow Green Court community will immediately repair 145 uninhabitable units, improve common areas, and bring the property back to short-term financial stability.   However, we recognize that the Meadow Green Courts property needs a broader redevelopment plan over the coming 2-3 years to be the vibrant, healthy and affordable neighborhood its existing residents deserve.  This initial acquisition and short-term repairs are only the beginning of our efforts to improve the quality of life of this historic neighborhood.”

Meadow Green Courts consists of 435 units in 51 buildings across four city blocks in the Greenway neighborhood of SE Washington.

Dahn Warner, Principal of KeyUrban, said “We will work closely with the residents of Meadow Green Courts to ensure that the redevelopment in the coming years is consistent with the mission of Lincoln-Westmoreland Housing and the vision of existing residents.”

Avram Fechter, Managing Director of EquityPlus, stated “The Meadow Green Courts community was on the brink of foreclosure.  A foreclosure would have eliminated the deed restrictions on the property that ensure it remains affordable to working families.  We are proud to have acquired the property while preserving and extending the existing affordability to ensure the community remains both a desirable AND affordable community.”
